    Excel Consultants is unparall to frame exclusive service rules for the employees of private enterprises. It is done reflecting the companies' own policies & in consistence with the provisions of labor laws and having the approval of the legal authority.

    Providing training on labor laws & HR development

    One vital service of Excel Consultants is to support the organizations for smooth functioning of manpower management by providing a realistic and participatory training program in context of the topics related to labor laws, labor management and human resource development. It is fully in consistence with the needs of an enterprise and makes the participants capable to administer the manpower effectively according to provisions of relevant laws and to achieve compliance as well. In this regard it is notable that the Excel is the first government approved private organization to conduct such training program under the provision of section 348(6) of the Bangladesh Labor Act, 2006.

For the purpose of self-assessing the level of labor-compliance, interested companies volunteer to select the Excel for conducting audit program in their enterprises, because of its expertise and experience on the laws, especially the BLA & BLR. On completion of audit work on the basis of a standard checklist under the BLA & BLR, an observation report with CAP in details is provided to the company for taking voluntary steps with a view to achieving compliance.

    Professional Background of the Founder Members

    A.F.M. Jamaluddin

    Managing Director, Excel Consultants (Ex Joint Director of Labor)

    Served in different vital posts like Asst. Director of Labor, Dy. Chief Inspector of Factories & Estts., Principal (IRI) and Joint Director of Labor under the Ministry of Labor & Employment for a long (about 37 years) since 1978 and eventually gathered professional knowledge & experience especially on Labor administration as well as labor issues like trade union movement, unexpected labor crises and restoring of congenial industrial relation through tripartite settlement procedure. Also directly observed the responsibilities of enforcement of the provisions of labor laws, trade union registration & deregistration functions, drafting the labor law amendment, conducting Govt's institutional training programs for the stakeholders working on labor laws & labor related affairs, preparing documents & papers to fulfil the country requirements for the ILO's conference etc. After retirement in 2014, directly involved in establishing the `Excel Consultants' and conducting its diversified services, especially to promote labor management in different industrial and commercial establishments of the country.

    Quazi Habibur Rahman

    Director, Compliance Audit & Training, Excel Consultants (Ex Inspector of Factories & establishments)

    Served as an Inspector in the Dept. of Inspection for Factories & Estts. under the MoLE for long 33 years, since 1977 to 2011 and witnessed the implications in enforcing and implementing the provisions of labor laws in course of discharging the official responsibilities. Other than the routine duties also assigned to different jobs like imparting OSH trainings to workers, assisting the delegated `Rule framing team' in the process of drafting the Labor Rules etc. As post-retirement activities engaged in the process of different compilation and publication works on labor related matters, like preparing the National OSH Profile done by the Bangladesh Institute of Labor Studies-BILS in collaboration with the ILO Dhaka office and compiling two guidebooks, named (1)`Sramajibir Adarsa Lipi' by the Safety & Rights Society and (2)`Nirapad O Paribesh Bandhab Jahaj Bhanga Shilpa' by the BILS. Moreover on an assignment as an external collaborator of the ILO, Dhaka office successfully framed an exclusive `labor inspection checklist' and a SOP guideline for the Inspectors of the Department of Inspection for Factories & Establishments-DIFE. Since founding and very beginning of the `Excel Consultants' directly involved in every service of consultancy on labor affairs of the private organizations.
